Special access program. Special access programs (SAPs) in the federal government of the United States of America are security protocols that provide highly classified information with safeguards and access restrictions that exceed those for regular (collateral) classified information. It may be a type of black project.

DYI Continues: Hillary must realize as an ex Secretary of State allowing foreign governments knowledge of our response time is highly classified. You never want an adversary to know what our capabilities are - it is best to keep them guessing thus possibly precluding an attack. This women is unfit at any level to be President. A prodigious liar - criminal enterprise (foundation) - incompetent(Libya) and now reckless leaking of highly classified information in front of 80 to 100 million viewers. You can bet the Chinese and the Russians were tuned in.
